The dominating elements of this discipline are: the performances of the boat, the ability to react of the skipper and the crew and especially the weather report. It is necessary to find the best course according to the capacities of the boat and to wait for the good meteorological window.
It is the discipline which allows the closest report with the boat and with elements.
So, the attempts of records are also a means to calibrate the speeds of the boat, to deepen the knowledge of its potential and to give to the skipper the capacity to exploit it. They also bring to a particular listening of elements: direction, force and regularity of the wind, currents, state of the sea (lap, swell, waves).
But so that the performance has a value, so that it is official and so that it can be again beaten, it is needed a regulating authority.
The WSSRC is born in 1972. At first, this authority watches and ratifies only the speed records on 500 metres, tempted by different machines. In 1988, the WSSRC widens its radius of action by taking into account the records on the offshore courses or in open sea.
Today the WSSRC consists of a dozen members and has a permanent secretariat. It takes charge, with the cooperation of "commissioners" or independent observers, with timing the attempts inshore and offshore and to ratify the records. Certificates are handed to the holders of the records and the performances are listed. The WSSRC also publishes the list the best reference times established in race, delivered by the committees of race. Finally this institution promulgates the rules which are there to supervise any attempt of record, and no record can be ratified if it was not realized according to these rules.
